Energy Minister Abbas Aliabadi says that a recent US attack on the Bounji desalination plant west of Jask constituted a war crime and a clear violation of international law as it disrupted drinking water supplies to around 20 villages.

IRNA – Aliabadi said on Saturday that the attack left about 10,000 people without access to drinking water, describing the targeting of a civilian desalination facility as a crime against humanity and a breach of international humanitarian law.

Aliabadi said the facility provided drinking water to thousands of civilians and that attacks on infrastructure essential to the survival of the civilian population were prohibited under Article 54 of the Geneva Conventions. He added that the strike also contravened UN Security Council resolutions and fundamental principles of humanitarian law.

The minister said the incident could be prosecuted under the Rome Statute as an intentional attack on civilian infrastructure and as the use of methods of warfare causing unnecessary suffering. He said Iran strongly condemned the “terrorist attack” and urged international organizations to respond.

Aliabadi said emergency crews from Hormuzgan Province’s water and wastewater company were working to restore water supplies and repair the damaged facilities as quickly as possible.

عباس علی آبادی، وزیر نیرو، می‌گوید حمله اخیر آمریکا به کارخانه آب شیرین کن بونجی در غرب جاسک، یک جنایت جنگی و نقض آشکار قوانین بین‌المللی است، زیرا باعث اختلال در تامین آب آشامیدنی حدود ۲۰ روستا شده است.

ایرنا – علی آبادی روز شنبه گفت که این حمله حدود ۱۰ هزار نفر را از دسترسی به آب آشامیدنی محروم کرده است و هدف قرار دادن یک کارخانه آب شیرین کن غیرنظامی را جنایت علیه بشریت و نقض قوانین بشردوستانه بین‌المللی توصیف کرد.

علی آبادی گفت که این کارخانه آب آشامیدنی هزاران غیرنظامی را تامین می‌کرد و حمله به زیرساخت‌های ضروری برای بقای جمعیت غیرنظامی طبق ماده ۵۴ کنوانسیون ژنو ممنوع است. وی افزود که این حمله همچنین با قطعنامه‌های شورای امنیت سازمان ملل و اصول اساسی حقوق بشردوستانه مغایرت دارد.

وزیر نیرو گفت که این حادثه می‌تواند طبق اساسنامه رم به عنوان یک حمله عمدی به زیرساخت‌های غیرنظامی و به عنوان استفاده از روش‌های جنگی که باعث رنج غیرضروری می‌شود، مورد پیگرد قانونی قرار گیرد. وی گفت که ایران این «حمله تروریستی» را به شدت محکوم می‌کند و از سازمان‌های بین‌المللی می‌خواهد که به آن واکنش نشان دهند.

علی‌آبادی گفت که تیم‌های امدادی شرکت آب و فاضلاب استان هرمزگان در تلاشند تا در اسرع وقت منابع آب را احیا کرده و تأسیسات آسیب‌دیده را تعمیر کنند.
